The picture shows me and my assistant Carmen Disario. She was born and educated in Germany. After high school, she successfully completed the Daimler Benz office management apprenticeship. She married a soldier from Boston, Mass. Eventually they were posted at Fort Drum. She is bright and friendly. She also knows an immense amount about the law and individual files. She is most knowledgable about real estate since she is the one who schedules them and prepares the financial reporting for them. If I am in conference or busy, you can always rely upon Carmen for assistance.

I was born here in Watertown. I got my undergraduate degree from Columbia University thanks to a Navy ROTC scholarship. I served in Viet Nam, went to Albany Law School of Union University. I practice in the areas of real estate, wills and estates, estate planning, elder law and small business creation. The Cannon of Ethics provide that I can not say that I am certified or a specialist. I can only say that I welcome business in these areas. I am a member of the New York State Bar Association. I am a member of the Real Estate, the Elder Law and Trusts and Estates Sections of the New York Bar Association. I am a member of the local bar association and its real estate and its estates committee.

My voluntary membership has included president of the Greater Watertown Chamber of Commerce, chairman of the Fifth District, Fourth Department Attorney Grievance Committee, president of the Northern New York Cerebral Palsy Association, president of the Islander Barbershop Chorus and president of the Sacred Heart Foundation. I have served on the council of the Immaculate Heart Central High School. Currently I am a member of the board of directors of the Watertown Urban Mission and the advisory board of St Patrick’s Church. I married Kathleen Kittle of Clayton, New York and we have two children. My daughter is serving as a missionary in North East India and my son is a student and lacrosse player at Hobart College.

Employment: Mr. Evans practices law as a sole practitioner at 531 Washington Street, Watertown New York. He has been practicing law since his return to Watertown in 1974. He was first employed by the Willmot, Wisner, McAloon and Scanlon Law Firm from 1974 to 1979 when he started his own private practice at 200 Mullin Street. In 1977-78 he worked for Lee Clary as a part time assistant district attorney. From 1984 to 1994 he was one of the owners of Swartz, Evans Dickinson & Timmerman PC, Attorneys at Law. He was manager of that firm's real estate department overseeing closings for bank and credit union lenders for commercial and residential loans. Since 1994 he has been working as a sole practitioner. The majority of his practice involves real estate, the balance comes from wills, trusts and estates, and general business counseling. He writes title insurance through Jefferson Abstract for Ticor and New Republic. He is a member of the New York State Bar Association and the Jefferson County Bar Association. He also is a member of the New York State Bar Association's and the local county association's committees on Real Estate, Trust and Estates, and Elder Law.

Education: Mr. Evans was graduated from Albany Law School of Union University in June of 1974 with a Juris Doctorate. He was graduated from Columbia College of ColumbiaUniversity in June of 1967 with a degree in English literature.

Military: Mr. Evans won a competitive scholarship through the United States Navy which led to a degree from Columbia and a commission in the Navy. He served on destroyers in the South Pacific and the South China Seas off Viet Nam. He also commanded a river patrol craft [a swift boat] in South Viet Nam where he was wounded by enemy fire, receiving the Purple Heart and other commendations from both the US Navy and the Vietnamese government for bravery under fire.

Community Service: Mr. Evans has served as board member, vice president and president of the Greater Watertown Chamber of Commerce; founding member, executive board member and secretary\treasurer of the Fort Drum Steering Council; board member, officer and president of the Northern New York Cerebral Palsy Association; member, board member and Paul Harris Fellow of Watertown Rotary, chairman of Rotary's handicapped children committee; board member, officer and president of the Islander Chorus of the SPEBSQSA; past president of the Sacred Heart Foundation. He has acted as a fund raiser for St. Patrick's Church for the purchase of the new rectory, and fund raiser for St. Patrick School's PTA. Mr. Evans is a lector and catechumen for St. Patrick's Church. He serves on the board of directors of the Watertown Urban Mission.

Personal Information: He is married to Kathy Kittle an elementary teacher in the Thousand Island School System. They have two children, Katie who is doing mission work in India and Rick who is a sophomore at Hobart William Smith College. Mr. Evans enjoys reading, singing, swimming, and boating.
